o    Research on the deaf-blind and the services available to them was con-
ducted.    It  indicated  substantial   gains had  been made in their educa-
tions but many unmet or inadequately met needs remained.

C.    Costs, Benefits, and Effectiveness:

Program Scope: During FY 1984 the Center served 235 trainees at its main
facility and provided referrals and counseling to another 949 deaf-blind
persons through its regional offices.

Program Effectiveness: No program effectiveness data after 1982 are
available on this program.
